Graduate of Higher Education in 1989 in Sofia University "St. Kliment Ohridski "- Faculty of Law, specialty" Law "with excellent success. Immediately after his graduation he started working as a secretary at the Zora Town Hall of the Municipality of Burgas, and a few years later as a judge at the Burgas Regional Court. For four years he was a regular judge at Bourgas Regional Court and Bourgas District Court.
In 1995, was registered as a lawyer in the Bar Association and founded Law Firm "Mosinov, Kozhuharov, Taskov and Partners", in which he is managing partner.
Over the years, Evgeniy Mosinov successfully develops his professional interests and skills in the field of local self-government and local administration, administrative law and process, civil and commercial law, property law, commercial transactions. As a lawyer, he has provided qualified legal assistance to a large number of individuals, companies, and non-profit organizations. Chairman of the Association for Knowledge Discipline "Znanie" Bourgas, Chairperson of the Association for Non-Profit "Southern Black Sea Development Initiative", as well as a member of the Management Board of a non-profit association "Institute for Regional Strategies" Bourgas. The Ministry of Economy, the Municipality of Tsarevo, the Municipality of Ruen, the Municipality of Kameno, the Municipality of Karnobat, the Municipality of Sredets, the Bourgas Airport, the BurgasMed Hospital and many other state, municipal and private enterprises benefit from its legal expertise and professional experience. For his merits in the field of law, he was awarded the "Lawyer of the Year" nomination.
For four years, Adv. Eugene Mosinov holds the chair of the Regional Electoral Commission - Bourgas.
Since the founding of Bourgas Free University he has been a lecturer at the Center for Legal Sciences and the Center for Economics. As a general assistant in BSU he has taught students in the subjects of General Theory of Law, Fundamentals of Law, Commercial Law, Legal Practice.
From 2011 until his death in 2018. is a municipal councilor in the Municipal Council of Burgas, chairman of the group of the Bulgarian Socialist Party.
